A collar or sleeve is missing from the design book
Check the selected bodice, the special empty slots and explicit exclusions before assuming an item is broken.
The design book starts with unlocked pieces and then applies the selected bodice's compatibility rules. Matching names or visual styles do not establish compatibility. A normally obtainable piece may also remain locked in your current save.
A bodice that does not use attached sleeves can still accept some detached sleeves. Explicit exclusions are checked as well: Aurora Bodice can pair with Angel's Trumpet Sleeve, but excludes Gabriel Sleeve and Pleated Drop Sleeve. A disabled collar slot means the drafted dress has no collar.
